Incident response for smaller firms, through a defence contractor

Blackpanda and ST Engineering have agreed to combine a subscription response service with an enterprise security platform aimed at Asian small and mid-sized businesses.

Blackpanda, which sells cyber incident response across Asia, has signed a memorandum of collaboration with the cyber business of ST Engineering, the Singapore defence and engineering group, at the GovWare 2025 conference. The two will explore combining Blackpanda's subscription response service with ST Engineering's AETHER security platform.

The target customer is the small and mid-sized business, which the release says faces the same ransomware and supply-chain threats as large firms without the budget or staff to prepare for them. Blackpanda's service gives subscribers access to a response team, and the company is an accredited insurance coverholder, so its response can be tied to a policy.

A memorandum is not a product

What exists today is an intention, signed by four executives, to look at integration. Nothing in the announcement is on sale yet, no pricing is given, and no customer has been named. That is normal for this kind of agreement, and it is also the reason a reader should treat the framing carefully: the promise that a small firm can buy the same protection once reserved for the largest corporations is a marketing sentence, not a measurement of what a small firm will pay or receive.

The interesting detail is the insurance link. Bundling response with a policy is a genuine attempt to solve the cash-flow problem that stops small companies from buying help at the moment they need it, since insurance is what pays when a business is down. Whether the cover is large enough to matter, and whether the response guarantees hold up in a real breach, are the questions the memorandum does not yet answer. Victor Tan of Blackpanda and Goh Eng Choon of ST Engineering both described the collaboration as widening access to response. The test arrives with the first joint customer.
