Manila – In addition to key figures in the bloody war on drugs, the four-member House committee is seeking further investigation and possible charges against key figures in the Philippines’ illegal offshore gaming operators (Pogos), specifically Guo Aili.
Regarding the sacked mayor of Bamban, Tarlac province, the committee recommended that Guo be further investigated to determine whether there are possible espionage charges against her.
“Various information [about her] The 51-page progress report summarizes the findings and recommendations of the committee’s hearings over the past four months. “If the findings are true, appropriate legal proceedings should be instituted against her to address these serious allegations, such as criminal prosecution for espionage,” it added.

The committee also said Guo should also be investigated for “any anti-corruption and corrupt conduct… including falsification of documents and perjury.”

In the Senate and House of Representatives investigations into offshore gaming companies, Guo was identified as the former owner of the Baan Baofu compound, which leased its land to an offshore gaming company called Hongsheng Gaming Technology Co., Ltd. The company later changed its name to Zunyuan Technology.
When the building was raided earlier this year, several POGO providers were found operating in the building, including companies linked to Xiongwei Technology, the company owned by Duterte’s former economic adviser Michael Young. Yang’s partner Allan Lim owns the company.
Guo is also accused of using a fake birth certificate to falsely claim to be Filipino, which allowed her to acquire land and even hold political office.
The investigation by the four-member House committee came after lawmakers confronted her about an Al Jazeera documentary about Chinese spy Shi Zhijiang, who had implicated Guo in his dossier on Chinese Communist Party agents, and later alleged that she was a Chinese spy. The accusations gradually mounted.
Other local senior executives
Two other mayors, Liseldo Kalugay of Sur City, Pangasinan, and Teddy Tumang of Pampanga, Mexico, were also recommended for investigation over their dealings with Guo, and may create undue bias against Chinese citizens in allowing online gambling companies to flourish in their respective provinces.
